It is because we do not intentionally engage our people in the process. It is one thing to preach, "Be a soulwinner"; it is another thing to show them how to soulwin, help them identify specific people who need Jesus, then have others join them in praying for that list of lost people. The latter is a process that helps keep people focused on the main objective.
